GOV DICKSON TASKS RELIGIOUS BODIES ON NATION’S SECURITY

As the nation prepares for the conduct of the 2015 general elections, the Bayelsa State Governor, Hon. Seriake Dickson on Sunday tasked the various religious bodies in the Country on the nation’s security and condemned the terrorist acts of the Islamic sect, Boko Haram, in the Northern part of the country.

 Speaking at the grand finale of a 3-day revival service with the theme; Go up higher, organized by the Deeper Life Ministry, which had in attendance its general superintendent, Pastor William Kumuyi, Dr. (Mrs.) Rachel Dickson, the Speaker of the State House of Assembly, Rt. Hon. Konbowei Benson, the Governor said the call became imperative in view of the recent killing of school children in Yobe State.

 Noting the contributions of the Church to the growth of the society, Hon. Dickson expressed the readiness of his administration to partner with the Ministry in making the revival service an annual event. This is just as he approved the construction of the Church camp link road in the Okutukutu area of the Yenagoa metropolis.

 The world, according to the Governor, is passing through troubling times in its history and the earnest prayer of the Church would go a long way in complementing efforts at curbing terrorism. “Our nation is going through very trying times. I know that you are always praying for us your children but I will like to, on behalf of our people and well-meaning Nigerians and the citizens of our World, urge you to pray for us because we live in a time where man has become man’s worst enemy. “We live at a time brothers turn against their own brothers in our Country and so many parts of the globe; we live in a time of unprecedented insecurity, brutality and cruelty by man against his fellow man. Just some few days ago, innocent children sleeping in their dormitories were invaded and slaughtered like rams. Even animals are slaughtered with some dignity and compassion. Since then till now, only God knows how many innocent souls are taken by agents of the devil.” Attributing the prevailing peace and security in Bayelsa to effective cooperation between the Government, security agencies and the people of the State, Governor Dickson stressed the need for Christians not to rest on the oars as evil forces never relent in their sinister activities. He cautioned the youths to shun criminal activities such as kidnapping, armed robbery, cultism and other related vices, even as he called on leaders to strive at all times to positively affect the lives of those they lead. According to him, “here in Bayelsa, I can report to you that with the help of our brothers and sisters, this state has witnessed unprecedented peace and security in the past two years, since we came in. I will like to use this opportunity to caution our youths to desist from all the kind of things that are giving them, our people and country a bad name: cultism, kidnapping and all the other associated crimes.” In his sermon titled; Go Up Higher, the General Superintendent of the Church, Pastor Kumuyi enjoined Christians not to wallow in self-pity but to continue to seek the presence of God and press forward in life. Making reference to biblical Jacob whom God asked to return to Bethel, which he described as a place of divine blessing and protection, Pastor Kumuyi, however, admonished believers to maintain their faith in the Lord to achieve breakthrough. Bayelsa State Governor, Hon. Seriake Dickson at the weekend approved the award of N6.1billion contracts at the State owned Niger Delta University, Wilberforce Island and charged the Institution on alternative sources of revenue, noting that it’s over N6billion annual recurrent expenditure is not sustainable. The Governor also disclosed that payment of bursary allowances would commence by June this year, attributing the delay to scholarship awards to post graduate students. Speaking during his fact finding visit aimed at having first hand information about the challenges and prospects of the institution, the Governor stressed the need for the institution to prioritize its needs. He also tasked the NDU officials to explore the frontiers of knowledge by developing a robust consultancy department as one of the options of revenue generation to make the university financially autonomous. Describing education, as the “most compelling need of the State, Governor Dickson said the award of N6 billion worth of contracts for the execution of capital projects in the next two months” was to enhance educational advancement of the NDU, describing the contract as “the single most-biggest investment that has been made in so many years.” Underscoring the need for the downward review of the institution’s recurrent expenditure of N500m monthly, the Governor noted that the inspection of projects and facilities at the university has given him an insight into the challenges and prospects of the educational facility. According to him, “This University is the only state-owned university that has a recurrent expenditure that is higher than any other state university. Available records show that your Government spends close to N500 million every month on payment of salaries and sundry entitlements. Now, I have told your Vice Chancellor and the Governing Council that that is not sustainable. “What is the students population for which the State Government is spending N6 billion every year, that is outside investments on infrastructure. I am aware that the responsibility entrusted on me at this point in our history to bring about restoration means that we must take decisions that are right and fair even when they are sometimes unpleasant. “I like to appeal to your sense of commitment and patriotism on this journey. I am charging the university authorities working with our team to re-order your priorities, so that we can have some funds for capital development, because we want this university to be one of the best in Nigeria and the world.” Soliciting the cooperation of members of the NDU to take the university to the next level, the Governor said education was the topmost priority of his administration beyond infrastructural development as any investment made in manpower development was an enduring one. On encroachment on the university’s land, he advised private developers to steer clear of the area, noting that those who have already encroached would be evicted. He however directed the university’s officials to liaise with Government’s team to ensure the acquisition of completed structures and compensation paid to the owners. BAYELSA GOVT DENIES FILING SUIT AGAINST EFCC

10/03/2014 The attention of the Bayelsa State Government has been drawn to a publication in some sections of the media entitled “Bayelsa asks EFCC to remit N1.4bn from Alamieyeseigha” The said reports quoted one Mr. George Uboh, Chief Executive of Panic Alert Security System, reportedly acting on the mandate of the Bayelsa State Government, wrote to the Economic and Financial Crimes Commission, EFCC to remit the twin sums N1.4 billion and 1.3 million USD recovered from a former Governor of the State, Chief Diepreye Alamieyeseigha. The Bayelsa State Government denies the reports and stated categorically clear that, it did not mandate any individual or firm to act on its behalf to request or institute any suit against the EFCC. A Government statement frowned at the reports and called on the EFCC and the general public to disregard the publications. GOV DICKSON CALLS FOR BELT TIGHTENING IN THE FACE OF TERRIBLE DECLINE IN INFLOW FROM FEDERATION ACCOUNT

As a result of the shortfall in federal revenue allocation to States, the Bayelsa State Governor, Hon. Henry Seriake Dickson has called on the people of the State to brace up to the harsh economic reality of the times, noting that the allocation in the past months to the State has nosedived by about N5 billion. According to a Government House statement, this situation has prompted many States to cut salaries of workers in their States by half, while many others cannot meet their salary obligation to civil servants and even to contractors. Cross River and Benue States are among States in the Federation that have taken steps to cut salaries by half owing to the grim economic downturn. The statement however, noted that, in these States nobody is complaining or seen taking to the streets in protest because they appreciate the times that they are in and are willing to support their respective state governments to weather the difficult times. The Government House statement read in part “Regrettably here in Bayelsa State should such a drastic measure be taken some unscrupulous and disgruntled politicians would have cashed in on it to incite the workforce and the people to stage a mass street protest against the government and in the process use it as a political platform to heap all manner of insults and name calling on the government of the day. It explained that, like every other state, Bayelsa is also experiencing a terrible shortfall in its inflows, stressing that necessary measures would be put in place to avoid a situation where it will impact seriously on the economy of the State. According to the statement, it is for this reason that, the Dickson-led government has always exercised maximum prudence, particularly in granting approvals that are recurrent in nature. In view of this development, the Governor has ordered the Commissioner of Finance and his team to expeditiously work out modalities to cut down on the State wage bills such as remunerations approved for parastatals and travel allowances for government functionaries including the Governor. Governor Dickson, however instructed that it should be done in such a way that the State should be able to cope with the stress that has been induced by the reduction in its inflows. While calling on Bayelsans to show understanding by bracing up to the current economic realities, Hon.Dickson said as a leader of the Restoration government, he will be failing in his duties, by hiding the truth from the people and not pointing out the dangers. “I have a duty as your Governor to explain the reality of our current economic situation. It will interest you to note that from when I took the oath of office till now, our monthly revenue has dropped by over N5 billion. So, if we are not careful to build alternative revenue sources, we will get to a point where the Federal revenue will not be enough to enable us meet our minimum obligation as a State, particularly bearing in mind the very high wage bill that we have in this State that is higher than that of any other state in this country. Therefore, I have directed that approvals beginning with Government House expenditures should be further reduced by as much as 50 percent in the light of the current realities. BAYELSA GOVT, OPS PARLEY ON N10BN SMES TRUST FUND, AS DICKSON ROLES OUT ECONOMIC PLANS

Bayelsa state Government in collaboration with the Organized Private Sector, (0PS) at the weekend in Lagos mapped out economic plans aimed at encouraging Small and medium scale entrepreneurs through the raising of N10bn Trust Fund. Presenting the economic blueprint of his administration at the pre-event luncheon with business stakeholders ahead of the 20 th International Conference on Small and Medium Enterprises scheduled to hold in Yenagoa, Governor Dickson said this has became imperative noting the recent economic downturn in the country. The State government, according to the Governor will source for 40 percent of the fund while the Organized Private Sector would provide the remaining 60 percent. Stressing the need for the promotion of the SMEs, Hon. Dickson said the recent economic depression is an eye opener, adding that some States of the federation are presently finding it difficult to meet their financial obligations. Hon. Dickson said his administration has foreseen this situation that is why it always harped on diversification of the economy from the oil and gas sector. Allaying fears over management of the fund, the Governor disclosed that it would be managed by the OPS, adding that, “ I have encouraged the land and property owners in the State to apply for Certificate of Occupancy. This will enable them to access this fund, which will be managed by the financial institutions. “We are not here to raise fund. I am not known for that, rather we are here as Government to partner with the members of the Organized Private Sector on how to raise this amount. We have our own role to play as Government. Out of this amount, we will contribute 40 percent while the OPS will source for 60 percent even more. “The beneficiaries, especially the title holders after presentation of the C of O will have the opportunity to access this fund after a thorough screening. Calling for the active participation of local and foreign investors in the economic development of the State, the Governor urged the investors to avail themselves of the business opportunities that abound in the State. He said the State is endowed with natural resources that if properly harnessed is enough to turn the economy of the entire Country around. “We are doing a lot of urban regeneration. Already we have surveyed 20,000 hectares of land for the proposed new Yenagoa city which a one stop entertainment and residential area and in the next two months, the Castle hotel will be opened to the public. Also work is in progress on the Golf Estate and the Airport. When these projects are completed it will open a vista of opportunities for the people in the State. Stressing the need for partnership, the Governor explained that, investors could partner with the Government in the areas of agriculture and aqua culture, tourism, waste management, housing and the development of a deep seaport at Agge in Ekeremor Local Government Area of the State. Explaining further on the Deep seaport, the Governor said as part of its sensitization programmes, his administration would organize a special road show within and outside the Country on the project. Earlier in his address, the Senior Special Assistant to the Governor on SMEs, Dr. Ebiekure Eradiri told the investors to avail themselves of the business opportunities that abound in the State. He disclosed that all the Local Government Areas of the State have business potentials that can be tapped into. Dr. Eradiri stated that most of the Bayelsa State products especially oil palm are gaining ground in markets nationwide. He said the Bayelsa SMEs brand line has been developed to further promote its products such as agro allied products, seafood, textile, luxury goods and engineering, (fabrication). In his goodwill message, Dr. Peter Bamkole of the Pan Atlantic University, Lagos, commended the one Local Government, one product initiative of the administration which, he noted keys into the NADEP programme of the Federal Government. He advised the State Government to step up its economic policy in developing value added chain of its products. GOV DICKSON COMMISSIONS DEV. CONTROL EQUIPMENT, WARNS PROPERTY DEVELOPERS TO CONFORM WITH NEW REGULATIONS OR HAVE THEIR BUILDINGS DEMOLISHED

Governor Seriake Dickson has given the Capital city Development Authority (CCDA) the mandate to employ fifty persons in the Development Control Department of the Authority. The Governor gave the mandate during the commissioning of the Authority's Development Control Equipment at the premises of the CCDA along Sani Abacha Expressway, Yenagoa.

According to Governor Dickson, the purpose of the equipment is to make Yenagoa a decent, modern and well planned capital city, stressing that, Government was determined to change the face of Yenagoa from a slum to a befitting city. "And, that is why you can see all the developments going on; road and bridge construction and other infrastructure". All these will come to naught if the residents of Yenagoa do not understand our vision and where we are taking our state to" the Governor explained. He reminded the Capital City Development Authority of their responsibility to ensure that building permits are issued to persons who comply with the law and those who refuse to comply are also punished as stipulated by the law.

Hon. Dickson equally mandated the CCDA to ensure that structures that do not conform to the regulations of the Yenagoa master plan are demolished. The Executive Secretary of CCDA, Chief Iboro Ige Idaba and his team were directed to formally invite developers to submit their building plans within a stipulated time frame in line with the new mandate. The Governor who was issued 3 application forms for his building plan, called on all Bayelsans and residents of Yenagoa, who have property to visit CCDA to regularise their building plans.

In his remarks, the Commissioner for the Capital City Development Authority, Mr. Zuwa Konuga, disclosed that the equipment was provided to enable the Authority to perform its duty maximally. Governor Dickson also undertook an inspection tour of the sand filling of the Ox-bow lake area, construction of infrastructure as well as the new pavilion project.

GOV DICKSON ATTRIBUTES ACHIEVEMENTS TO LOYALTY AND SUPPORT OF PDP MEMBERS, AS PARTY PASSES VOTE OF CONFIDENCE ON GOV ...URGES HIM TO CONTINUE HIS GOOD WORKS

Bayelsa State Hon. Seriake Dickson says, the achievements of his administration were largely made possible by the loyalty and support of members of the PDP in the State.

Governor Dickson stated this while addressing party faithful during the monthly PDP meeting at the party's secretariat in Yenagoa.

He stressed the need for the people of the State to rally round his administration in order to build a strong and united support base for President Goodluck Jonathan to succeed at the federal level.

While calling on the people not to place their selfish interests over and above the general good, Governor Dickson noted that, though 2014 is a political year, the people should not be distracted but join Government in delivering the dividends of democracy.

According to the Governor, the effectiveness of Government is measured by the positive impact being made on the overall wellbeing of the generality of the citizenry.

"When you see us do what we have been able to do, taking over Government at a difficult and trying period and within this short period, we have been able to put so much on ground for people to see and it is like that in every Local Government Area. When I went on tour in the process of inspecting and commissioning projects, I myself was shocked at the type of things we have put on ground.

"This is not just in Yenagoa Local Government Area, our State capital. But as I stepped out to the Local Government Areas, I discovered that, there is no Local Government Area that does not have 25 or 50 projects going on of different types and we have just started. And we need to consolidate on the good works we are doing and we have been able to achieve this by the grace of God and with the support of all of you."

Earlier, in their separate remarks, the working committee and entire members of the party in the State passed a vote of confidence on Governor Dickson in view of his unprecedented performance within a short period of two years in office.

The Governor's Special Representatives in Sagbama and Nembe Local Government Areas, Mr. Collins Cocodia and Dr. Godson Omubo-Dede recounted the achievements of the Restoration Government, ranging from infrastructural manpower and rural development, reforms in the civil service and security.

According to Dr. Omubo Dede, the Nembe road project is a gift to the people of Nembe Kingdom and currently motorcycles are plying the road, which has been on the drawing board for 47 years.

In his words: "I want to bring to you two messages from the people of Nembe kingdom. We want to thank you for the gift of a road that you have given to us. This road that has been in the making 47 years ago which has been a mirage, but it took you to make it happen. As we speak today, motorcycles are moving on that road from Emakalakala to Nembe and that is a forerunner to vehicular movement.

"It is going to prevent accidents; it is going to prevent sea piracy and above all, the economy is going to be turned around. So the people said I should thank you on their behalf. And because of that they are 200 per cent behind you."

In his remarks, the State PDP Chairman, retired Col. Sam Inokoba said the monthly PDP meeting has helped to strengthen internal democracy in the party.

Declaring total support on behalf of the PDP family in the state, Col. Inokoba remarked that Governor Dickson's two years anniversary in office would not be complete without the monthly meetings to further cement the bond of unity among members of the party.

The PDP Chairman urged the Governor not to relent in providing good governance towards improving the standard of living of the people.

WE APPOINTED SHEHU OF BORNO AS CHANCELLOR BECAUSE OF HIS IMPRESSIVE ACADEMIC, MORAL AND POLITICAL PROFILE ...BAYELSA GOVT

Bayelsa State Governor, Hon. Henry seriake Dickson says, his administration settled for the Shehu of Borno, Alhaji Abubarkar Ibn Umar Garbai El-Kanemi as chancellor of the State owned Niger Delta University, because of his long and impressive academic, moral and political profiles as well as the need to build bridges of unity among the different sections of the country.

Governor Dickson, who stated this, while presenting the letter of appointment to the Shehu of Borno at a brief ceremony in Abuja, urged some sections of the country and some highly placed politicians fanning the embers of ethnic and religious disunity to retrace their steps and do things that would foster unity.

Represented by the Secretary to the State Government, Professor Edmond Allison-Oguru, the Bayelsa State Governor traced the history of the alliance between the north and the south to the first republic and how the people of Bayelsa have always built bridges instead of walls in a bid to foster the unity of the nation and integration. He also brought to the fore, the fact that the alliance is not just an act of coincidence as the Niger Delta region produced the first Chancellor of University of Maiduguri, Late Prof. Essien Udom The Governor stated that, it was only natural for both regions to continue their symbiotic political relationship, which has been mutually beneficial to all.

He however noted with regret that, but for the security situation in the north-east, the ceremony would have held in the comfort of the Shehu's palace.

The Bayelsa State Chief Executive used the occasion to task political and religious leaders in the north on the need to address the security problems in the zone.

In his acceptance speech, the Shehu thanked the Governor for the honour, describing the Niger Delta University as the university of the future, adding that, he will strive to justify the confidence reposed in him by the Government and people of Bayelsa State in particular and the South-South region in general.

He emphasized his vision for the growth and development of the NDU to a world class university as he canvassed the cooperation and support of all stakeholders.

Also speaking, a former Director-General of the National Institute of Policy and Strategic Studies (NIPSS), Prof. Muhammed Nur Alkali noted that universities were passing through very difficult times, adding that, ongoing reforms in the educational sector would help universities play bigger roles in nation building.

"Our universities must play greater roles in building bridges. This is a major role we all have to pursue. It is important we stand in solidarity for the success of the university system," said Alkali.

VET DOCTORS GET AUTOMATIC EMPOLYMENT, AS GOV DICKSON PLEDGES GREATER INVESTMENT IN AGRIC

Governor Seriake Dickson has given automatic employment to six casual veterinary doctors of the Bayelsa State Veterinary Clinic at Edepie in the State capital. Governor Dickson, who announced this, while commissioning the Ultra modern veterinary clinic at the school to land premises along Imiringi road, Edepie, Yenagoa, stated that, Government would continue to invest in agriculture until the State becomes number in the sector. He stated that, concerted efforts were being made to put a standard abattoir in place, stressing that, when it is completed along with other facilities, no animal will be allowed into the State without being properly examined before it is slaughtered for consumption.

Governor Dickson described agriculture as the tripod of his administration, adding that it will create employment and provide food for the teeming population of Bayelsans. According to him, it will also increase the Gross Domestic product of the state and improve its internally generated revenue profile as well.

The Governor, who expressed satisfaction with the rice mill and other facilities already installed at the farm, promised to visit the farm site on a more regular basis and ensure that boys and girls of the state are meaningfully engaged. He disclosed that the school of agriculture that is underway is to provide manpower for the various agriculture projects and facilities being put in place at the school to land farm.

In his remarks, the Commissioner for agriculture, Dr. Thomas Commander disclosed that the Veterinary Clinic is the first to be built in the state, noting that the facility and the equipment are of high standard. The Governor was also conducted round the different sections of the clinic which include Vet shop/Vet Pharmacy, examination room and laboratory. He also inspected the poultry farm with 15,000 broilers and directed that the capacity be increased to 30,000, promising to make N60 million available for the completion of the project.

GOV DICKSON ORDERS IMMEDIATE ADMISSIONS INTO STATE SPORTS ACADEMY, AS COMMISSIONER APPEALS FOR A STANDARD STADIUM COMPLEX IN YENAGOA

Governor Seriake Dickson of Bayelsa State has charged the Ministry of Sports Development to commence the process of admitting the first batch of students in readiness for the take off of the State Sports Academy at Asoama in Kolokuma/Opokuma Local Government Area.

He also directed the ministry to source for experts that would train the students in areas where the State have comparative advantage such as swimming, wrestling and other combat sports as well as coach them on the academic aspects of sports development.

Governor Dickson, who gave the charge shortly after participating in the Monthly Jogging Exercise at the Peace Park Yenagoa, gave Mutari Abdullahi, from Sokoto State, a wushe Kunfu practitioner, automatic admission into the academy.

The Governor said he was hopeful that the academy would be commissioned by April this year and expressed delight over the pace of work at the project site, stating that in no distant time the state would begin to produce champions that would win laurels for the State and country as a whole.

“The Sports Commissioner will set up a committee within one month to scout for young people that are good in swimming, wrestling and other aspects of sports and get experts to coach them.

“We want them to get the best of academics and also exposure to competitive sports and beyond the physical training, we want them to study and understand the academic aspect of sports development. We do not want to produce sports champions who are ignorant of the principles and rules, because that academy project is very dear to our heart.”

He therefore urged the youths not to be distracted but avail themselves of Government’s programmes for the betterment of their lives and promote healthy living.

Speaking, the Commissioner for Sports Development, Chief Mitema Obodor, said Government has addressed two major challenges in the sports sector, which are the resuscitation of about 25 sporting associations and provision of facilities.

He noted that Governor Dickson has approved rehabilitation of facilities and change of the turf at the Samson Siasia Sports Stadium to enable the State host premiership and continental matches.

Chief Obodor also intimated the Governor of the qualification of the State owned Football Club, Bayelsa United for the 2014 CAF confederations cup competition.

Assuring the Governor that the State’s athletes would excel at this year’s National sports festival in Calabar, Cross Rivers State, he stressed the need for the construction of a standard stadium, as 75 hectares of land was already available for the project.

GOV. DICKSON OFFERS AUTOMATIC EMPLOYMENT TO BEST GRADUATING STUDENTS OF BYCAS

Governor Seriake Dickson of Bayelsa State on Saturday, offered automatic employment to best graduating students of the Bayelsa State College of Arts and Science, (BYCAS), Elebele.

The students excelled in various areas of ICT such as computer hardware maintenance, electrical installation, computer application as well as database management and administration.

The Governor made the offer to 10 of the best graduating students while commissioning the College, which coincided with its maiden Graduation and Matriculation ceremony.

Governor Dickson who was impressed with the students’ outstanding performance directed that 6 of the best graduating students be deployed to Government House, Yenagoa to demonstrate their skills in Information and Communication Technology.

He also directed the Ministry of Education to ensure immediate absorption of the graduates to teach in schools, as there were job openings for teachers in all primary and secondary schools in the state.

Congratulating the 250 graduating students, Governor Dickson urged the Rector of BYCAS, Dr. Jeremiah Yabefa to raise the standard of education higher in conduct, values and academics, underscoring the importance of ICT in today’s knowledge driven and competitive economy.

The Governor said it was heartwarming to note that the implementation of his administration’s educational policy in the re-establishment of the college had yielded positive results 5 years after the scrapping of the institution.

He took an inspection tour of the Computer Application and Network Engineering Laboratories.

Governor Dickson who was accompanied by the Rwandan High Commissioner to Nigeria, Ambassador Joseph Habineza and Minister of Culture and Tourism, Chief Edem Duke was received at the College by his deputy, Retired Rear Admiral Gboribiogha John Jonah, Speaker of the State Assembly, Rt. Hon. Benson Konbowei, Commissioner of Education, Mr. Salo Adikumo and other top government officials.

The Governor also inspected the School of Tourism and Hospitality Management, one of the projects earmarked, where he expressed satisfaction with the facilities on ground.

He directed the Commissioner for Tourism Development, Mr. Nelson Belief and the authorities of the Institution to urgently work out modalities for the take off of the school within the first half this year.

GOV DICKSON ASSENTS TO 3 NEW BILLS TO CREATE INSTITUTIONS FOR EFFECTIVE GOVERNANCE OF BAYELSA STATE

Land and property owners in Bayelsa State would soon pay appropriate levies in line with the administration’s tax policies geared towards improving the revenue base of the state.

Governor Seriake Dickson announced this while signing 3 bills into law at a special edition of the administration’s monthly Transparency Briefing marking the second anniversary of the government.

The new laws are, Bayelsa State Investment Promotion, Bureau for Development Cooperative and Bayelsa Anti Corruption Amendment, which brings the total number of laws to 37 aimed at creating institutions for effective governance of progress of the state.

Tax Identification Numbers (TIN), were also issued to Governor Dickson and his deputy, Retired Rear Admiral Gboribiogha John Jonah.

On the Property Tax, Governor Dickson explained that the essence of Government’s tax policies was to create wealth and a sustainable economy that is not dependent on revenue from oil and gas.

He expressed Government’s determination to make Bayelsa self-sustaining particularly in the payment of salaries without relying on proceeds from the Federal Allocation, stressing that in due course the people would stand to benefit from Government’s diversification programme.

The Governor, who also commissioned the offices of the State Geographic Information System Agency, explained that, the Bayelsa Geographic Information System, BGIS is a one-stop shop for handling all title matters, which will go a long way in protecting the people’s investments in land and other valuable property, noting that, land is the foundation of all development.

“With the BGIS Law in place, you have to be prepared to pay property tax. BGIS is one stop shop for all title matters. Every land transaction must be consummated within 60 days.

In another development, Governor Dickson launched the registration of Tax Identification Number, (TIN) as part of efforts of government’s revolutionary revenue drive.

Noting that experts were working on the law that would harmonize all revenue legislations in the state, with the aim of ensuring that taxable persons were captured both in the formal and informal sectors.

Acknowledging the challenges in the informal sector, the Governor directed that inter-ministerial teams work together to ensure that all taxable adults in the state were captured for tax purposes to aid development.

“Our teams are working on the law that will harmonize all revenue legislations in the state with the intention of ensuring that every person that is taxable in this state is captured. For the formal sector, we have done a lot but for the informal sector, we know that the challenges are there”

He therefore solicited the cooperation of all as the success of the administration depended largely on the support from the people.

Giving some insight into the tax identification number, Executive Chairman of the state Internal Revenue Board, Mr. Godson Torukuru said the scheme was a collaborative effort between the state and federal governments to shore up the Internally Generated Revenue, IGR.

He also highlighted the benefits accruable from the tax identification initiative which include, access to free medical services for some categories of persons, obtaining Government contracts, driving license, international passports and will aid the processing of land documents among others.

In his contribution, the Special Adviser to the Governor on Treasury and Accounts, Mr. Timipre Seipulo, said the total IGR has improved as it increased from N4 billion to N10 billion within last year.

NEW BAYELSA C OF O INTENDED TO VERIFY LAND TITLES, MAKE CITIZENS MAJOR PLAYERS IN STATE’S ECONOMY …GOV DICKSON

Bayelsa State Government says the issuance of Certificate of Occupancy, C of O, will go a long way in resolving land disputes as well as engender wealth creation for land owners with the establishment of the Bayelsa Geographical Information System, (BGIS).

Governor Seriake Dickson gave the indication while signing some C of Os at the monthly transparency briefing to mark his mid-term anniversary in office.

According to the Governor, as part of activities to celebrate the second year of the Restoration Government, he decided to put in place a mechanism for the verification of land titles to enable the people become major players in the economy as landed property would become marketable.

“I also signed in your presence, certificates of occupancy pursuant to the law that we proposed to the Bayelsa State House of Assembly with the promulgation of the Bayelsa Geographical Information System Law.

“Among the factors of production, land is probably the foundation of all development. If we free up most of the titles we have and give verifiable and reliable certification of those titles, that by itself is empowerment because we would have made it possible for persons to trade with their titles.”

He noted that, one of the challenges that had bedeviled the State was the classification of wealth in view of the absence of reliable certification to land, stressing the need for Government to take pragmatic steps to create wealth and a sustainable economy as land was the foundation of all development. That is one of the reasons why we are not as involved as we ought to be in our local economy.

“That is why you cannot have small and medium scale businessmen and women because you cannot transact with your titles; meanwhile if you go to our communities, or even in Yenagoa almost everybody has land but they can not trade with it since there is no proof of ownership.”

Consequently, Governor Dickson said investment teams have been directed to work out the details with which he would interact with financial institutions to streamline the empowerment programme Government intends to run.

He also urged the teams to liaise with its counterparts at the federal level with the aim of keying into the recently launched Federal Government’s mortgage re-finance initiative as well as look into the possibility of establishing a mortgage institution in the State.

In his remarks, the Commissioner for Lands and Survey, Mr Furoebi Akene highlighted some of the features of the new C of O which he noted, is electronically produced and the issuance of the C of O from the date of application, if all the requirements are met, is within 2 weeks.

I CONTINUE TO RUN AN OPEN AND ALL INCLUSIVE GOVERNMENT ...GOV DICKSON

Governor Seriake Dickson of Bayelsa State has said he would continue to run an open and all inclusive Government to attract greater stability and development to the State.

Hon. Dickson who spoke at a special thanksgiving service to round off his administration’s mid-term anniversary at the King of Glory Chapel, Government House in Yenagoa, expressed gratitude to God and Bayelsans for the progress made so far. He reiterated his belief in the supremacy of God in the affairs of men and attributed the administration’s achievements in the last two years to Divine grace and effective cooperation between the Government and people of the state.

While, thanking the Church and Bayelsans for their support, Governor Dickson urged them not to relent in their prayers for the State and President Goodluck Jonathan. He pledged that Government on its part would make concerted efforts to continue to speed up development in the State and expressed his willingness to work with all well-meaning individuals and organisations.

According to the Governor, “this is a time that God has set all the parameters and indices right for us to make giant strides that we need to make, and by the grace of God we are doing that. “There is unprecedented harmony, cooperation, synergy and inclusiveness in the way we now conduct the politics of our State. Yes, there will be differences in opinion and perspectives; we can’t rule that out. But, so far I want to commend the political elite of this State for the understanding and cooperation they have always shown and extended. I assured them as usual that because we are in Government to serve, it is not difficult bringing everybody together. It is when you are in Government to either witch-hunt people or pursue one selfish agenda or the other that you are scared of people.

“In our new Bayelsa, we are looking for all good hands. We don’t even have enough good hands so we are still looking for them. Whoever has any role to play or good idea to bring to the table to serve the people of our dear State is welcome because the cardinal principle of our Government flowing from my personal conviction about public service is that ‘He serveth God well by serving men well”.

Earlier in a sermon the Bishop of Ogbia Diocese of the Anglican Communion, Rt. Reverend James Aye-Oruwori admonished Bayelsans to put their total trust in God from whom alone enduring socio-economic and political success flows. Bishop Oruwori commended the Governor for creating the existing partnership between Government and Church and urged Christians to rise above fear and always speak the truth. The only lesson of the service which featured special choral renditions and prayers for the State and country in general was read by Governor Seriake Dickson.

GOV. DICKSON TASKS POLITICAL CLASS ON SERVICE

Governor Seriake Dickson of Bayelsa State has urged the political class in the country to make service their watchword with a view to making a positive impact in the lives of those they govern.

He also charged the citizenry to contribute meaningfully to the nation’s growth and development by living up to their civic responsibilities, stressing that responsible citizenship carries with it certain obligations.

The Governor was speaking at a dinner/command performance marking his administration’s second anniversary at the banquet hall, Government House in Yenagoa.

The ceremony also featured presentation of productivity merit award to over thirty public sector workers and organizations with the Rwandan High Commissioner to Nigeria, Amb Joseph Habineza in attendance.

Other notable personalities at the occasion include the immediate past Chief of Staff to the President, Chief Mike Ogiadhome, former Governor of Kano State, Mallam Ibrahim Shekarau, wife of the Bayelsa State Governor Rachel, his deputy Rear Admiral Gboribiogha John Jonah (Rtd), foremost poet, Dr Gabriel Okara, former and serving National Assembly members from the state as well as traditional rulers.

According to Hon Dickson, Nigeria will develop faster if leaders and citizens alike appreciate its diversity as an asset and make collective efforts at fighting against the challenges confronting the country.

While, underscoring the importance of national unity, the Governor took a swipe on politicians and political parties that are fanning the embers of strife and disintegration.

He noted that despite the premeditated attacks on the Peoples Democratic Party-led federal government by forces who do not mean well for the country, the party remains resolute in its determination to move the nation forward and promote national integration and stability.

Alluding to the current spate of defections in the nation’s polity, the Bayelsa State Governor said, “The other party inherited some toxic assets but our party, Africa’s largest and the only truly national party in Nigeria stands for national integration and stability of our dear country.

“The people that have come to join us are true assets. People like Their Excellencies Ibrahim shekarau, Atahiru Bafarawa, my good friend Dele Belgore and other well-meaning Nigerians who have come to join us in the PDP. We believe that our platform is not built on the faultlines of our country. Whether those faultlines are ethnicity, religion or class, our platform is for all Nigerians. And I want to thank all other worthy leaders who have taken the right step.

Continuing, he maintained that, “responsible citizenship carries with it an obligation to contribute to the general wellbeing. I also believe that those of us who have an opportunity to serve truly have the opportunity to serve not just man but God Himself from whom authority over human beings flows. We must not fail to remember that we are in service to make a difference.”

On his performance, the Governor noted that the present administration has made appreciable progress in critical sectors of education, infrastructure and security in the last two years even as he identified human capacity development as the greatest challenge of the state.

He however stated that, appropriate measures were being put in place to address the problem as no society, according to him, can have a sustainable future that is not anchored on human capital.

Governor Dickson said it was in realization of this fact that his administration swiftly embarked on the building of educational institutions including the schools of agriculture and tourism as well as initiated various scholarship schemes for Bayelsans to study within and outside the country.

His words, “Our investments are not just limited to the roads that you see or the schools that we are building all over. In every Local Government Area, you can count about 25 projects ranging from schools to hospitals not to talk of the major infrastructural turnaround that is evident in the state capital. As we speak, we have over 150 PhD scholars spread across the length and breadth of the world; over 400 are also on scholarship for masters’ degree programmes. In fact, next week the team going to Lincoln University will leave for the United States of America because we have paid all their fees up to date.

He thanked Bayelsans and all friends of the State for their support and assured them of his administration’s commitment to consolidating on the achievements recorded so far, expressing hope that the foundations laid in the past two years would achieve more aggressive sustainable development for the state.

As the Restoration Government marks its mid-term anniversary, Governor Seriake Dickson has been receiving accolades from eminent personalities both within and outside the country, including the former Governor of kano State, Mallam Ibrahim Shekarau.
Assessing the 2 years score card of Governor Dickson in the state, Mallam Shekarau scored the administration high based on the United Nations and World Bank’s 6 characteristics of development.
According to the former governor, Governor Dickson has excelled in all the criteria, which are, accountability, political stability, effectiveness of government, regulatory control, rule of law and control of corruption.
Commenting on the transparency initiative of the State Government, Alhaji Shekarau said, “ I honestly do not have enough words to say how happy I am to congratulate the Governor, his deputy and other members of his team for institutionalizing this culture of speaking out how much money comes in and how it is spent.
“I am impressed and I want to join all other well wishers of Bayelsa to thank God and pray hard for many more Dicksons to come.
Also appraising the Governor, Senator Heineken Lokpobiri representing Bayelsa West Senatorial District and who spoke on behalf of the Bayelsa Caucus in the National Assembly, noted that Governor Dickson’s stint in the National assembly has sharpened his leadership skills and enhanced his revolutionary achievements within the short period and has equally proved skeptics wrong.
Senator Lokpobiri was of the view that given Governor Dickson’s developmental strides in just 2 years and what he stands to achieve in the remaining part of his present tenure would serve as his campaign weapon. “I want to congratulate you for what you are doing here in the state. GOV DICKSON MARKS 2 YEARS IN OFFICE; COMMEND BAYELSANS FOR THEIR PEACEFUL DISPOSITION, AS HE INAUGURATES PROJECTS

Bayelsa State Governor, Hon. Seriake Dickson on Wednesday flagged off his administration’s Mid Term anniversary with the commissioning of the Yenagoa gateway security posts aimed at complementing the integrated security command and control system of the State Government.

Also, to build the capacity of teachers in the state, the Governor announced that the Teachers Training Institute at Bulou Orua would be affiliated to the department of continuing education of the state-owned Isaac Jasper Adaka Boro College of Education, Sagbama.

Commenting on the gateway infrastructure which comprises a water fountain and other structures, Governor Dickson explained that the facility would not always be accessible to members of the public as they would be essentially used for security purposes.

The Governor noted that the project would add to the aesthetics of the capital city and the state in general, stating that more of such infrastructure would be provided as part of government’s urban renewal drive.

In his words: “the water fountain and the associated structures here are essentially security buildings; they are not buildings that members of the public will have access to at least not on a regular basis. They are to complement our Integrated Command and Control System.

“And this being an entry and exit point, these buildings are going to be very useful. The fountain itself is very wonderful and it is going to add to the aesthetics of our state capital and the state generally. And, I know we are going to have such fountains.

In an interview with newsmen, Governor Dickson expressed satisfaction with the level of work done and commended the people, particularly the youths for their peaceful disposition, noting that peace was an essential ingredient in the development and growth of the state.

According to him, majority of the already completed projects will be commissioned by President Goodluck Jonathan during his planned working visit to the State at a date to be announced soon.

Earlier, Governor Dickson had commissioned some people-oriented projects in Sagbama and Kolokuma Opokuma local government areas of the state as part of activities marking his administration’s 2 years anniversary.

Accompanied by his Deputy, Retired Rear Admiral Gboribiogha John Jonah, Secretary to the State Government, Prof. Edmond Alison-Oguru, other members of the state Executive Council, the Governor inaugurated a rural electrification project and a 2.5km internal road at Toru Orua.

He also inspected some on-going projects including the Sagbama-Ekeremor and Toru Orua-Angalabiri roads as well as Model Secondary School, Sagbama, Teachers Training Institute, Bolou Orua.

Others were the Isaac Jasper Adaka Boro College of Education, Sagbama, Bayelsa State Sports Academy, Asoama and the permanent NYSC Orientation Camp, Kaiama, headquarters of Kolokuma/Opokuma local government area.

Fielding questions from journalists, the Paramount Ruler of Bolou Orua community, Chief Felagha Tounarigha expressed satisfaction with the massive transformation of infrastructure taking place in the community and the State generally.

While calling on the people to jealously guard the various projects already put in place, he also commended Governor Dickson for his visionary leadership and prayed God to continue protect and direct him.

GBARAIN POWER PLANT TO BE COMMISSIONED, AS FG APPROVES SHIP BUILDING YARD FOR BAYELSA STATE

Vice President Namadi Sambo has disclosed that, the Gbarain Power Plant in Bayelsa State is to be commissioned soon to improve electricity supply as well as meet the power needs of the people of the State.

Vice President Sambo announced this when he received the Bayelsa State Governor, Hon. Seriake Dickson when he led a high-powered delegation of Government officials, Royal fathers and other stakeholders at the Presidential Villa in Abuja.

The Vice President said other projects would also be commissioned in the State, noting that the Ship building yard being promoted by the Nigeria Maritime Administration and Safety Agency, NIMASA has been approved, while the Brass LNG was on track.

“I want to inform you that the Brass LNG is on course and the ship building yard which is being promoted by NIMASA has also been approved and soon Bayelsa State will be the first ship building State in this part of Africa and we are also supporting Bayelsa to in the construction of an airport.” he said.

Applauding Governor Dickson for the new projects springing up in the State, Alhaji Sambo pointed out that the Governor has keyed into the transformation agenda of the Federal Government to create wealth among the people, stating that “by 2020, Nigeria would become one of the most developed countries of the world.”

In his remarks, Governor, Henry Seriake Dickson implored Vice President Namadi Sambo to remain focused in the task of building a united, indivisible and stable country founded on the principles of progressive ideals and prosperity.

Describing the presidency as united and one that was free from rancor, the Governor lauded Alhaji Sambo for his commitment to the transformation Government towards delivering the dividends of democracy to the people of the country.

He particularly commended the Vice President for his demonstration of loyalty, support and selfless service in the course of working with President Goodluck Jonathan in the task of moving the country to the next level through the transformation agenda which he noted was already succeeding.

In his words: “this is one presidency that is committed to delivering the dividends of democracy without rancor and division and that is poised to take the country to higher glory.”

While expressing appreciation on behalf of the Government and people of Bayelsa State, Governor Dickson urged the number two citizen of the country not to be deterred by the antics of those who do not mean well for the nation especially as the country approaches another election period.

Also speaking, the Minister of Niger Delta Affairs, Elder Godsday Orubebe, intimated Governor Dickson of the progress made so far on the East West road project, explaining that, the project, which is worth over N350 billion will be delivered by the end of this year as 38 out of the 42 bridges and 867culverts have been completed.

He said by the end of April, earth-filling would be done around the area between Patani in Delta and Kaiama in Bayelsa State, adding that the contractor decided to focus on the critical aspect of the road involving construction of bridges and culverts which were almost completed.

GOVERNMENT WILL SPONSOR SELECTED CLERGYMEN TO HOLY PILGRIMAGE ...GOV DICKSON PLEDGES AT MONTHLY PRAISE NIGHT

Selected clergymen across the eight Local Government Areas of Bayelsa State are to be sponsored on holy pilgrimage to Israel this year.

Bayelsa State Governor, Hon. Seriake Dickson disclosed on Tuesday during the Monthly Praise Night, which coincided with activities commemorating of his birthday anniversary at the King of Glory Chapel, Government House, Yenagoa.

Governor Dickson, who noted that the move has become necessary as the country was warming up for the conduct of the 2015 elections, urged religious leaders not to relent in their prayers for the prevailing peace to be sustained.

The Governor called on the people of the State to remain steadfast and not to be swayed by those who do not have the interest of the State at heart, stressing that government was in the process of consolidating on its programmes and policies this year to put the State on the path of progress.

He called for tolerance, cooperation and understanding among the people, pointing out that President Goodluck Jonathan needed their prayers now more than any other time.

In his exhortation, the General Overseer of the Royal House of Grace, Apostle Zilly Aggrey, urged the Government and people to show more concern for vulnerable persons in the society.

Apostle Aggrey commended Governor Dickson for his efforts at making a difference in the lives of the people through his people-oriented projects and enjoined Government not to stop its sponsorship of pilgrims to the holy land in view of the spiritual benefits accruable form such exercise.

TEMPORARY STAFF OF BAYELSA ORPHANAGE GET AUTOMATIC EMPLOYMENT AS GOV DICKSON MARKS BIRTHDAY

Bayelsa State Governor, Hon. Seriake Dickson has directed that the temporary Staff of the State owned Gloryland Children's Home be offered immediate employment to ensure effective administration of the home.

Governor Dickson who gave the directive when he visited the orphanage in Yenagoa, as part of activities marking his 48th birthday anniversary, also asked the Ministry of Women Affairs and Social Development to build an educational facility within the premises of the facility. .

Presenting food items, beverages and toiletries to the home, the Governor also directed the Ministry to ensure that the children are enrolled in the best primary schools to give them a sense of belonging.

Governor Dickson, who described the orphanage as an important institution explained that he decided to celebrate his birthday by identifying with the children and urged other well meaning individuals to show love to the needy in society as their level of success would be measured by the positive impact made in the lives of the less privileged ones.

He commended the Commissioner for Women Affairs and Social Development, matron of the orphanage home as well as the workers for their selfless dedication to the welfare and development of the children.

In her response, Matron of the Gloryland Children's Home, Mrs. Gladys Trust expressed appreciation to the Governor for the gesture, describing the visit as significant to the goals, aspirations and development of the children and the home in general. She also thanked wife of the Governor, Dr. Rachel Dickson for her continued show of love and care for the orphanage and prayed God to grant Governor Dickson wisdom, divine favour and good health to pilot the affairs of the state.

Dignitaries, who accompanied the Governor are the Deputy Governor, Retired Rear Admiral Gboribiogha John Jonah, Secretary to the State Government, Professor Edmond Allison Oguru, members of the Executive Council and other top government officials.

BAYELSA GOVT RECEIVE KUDOS OVER MARKED IMPROVEMENTS IN EDUCATION SUB SECTOR

Contrary to claims by its detractors, the Bayelsa State Government says its efforts at revamping the education sub sector of the State are yielding positive results with over 300 projects ready for commissioning across the State.

The State Commissioner for Education, Chief Salo Adikumo disclosed this during a solidarity visit by members of the Bayelsa State Contractors Association who also used the opportunity to confer an award of excellence on Governor Seriake Dickson for his developmental strides in the educational and other sectors.

The group led by its Chairman, Dr Kurogha Awolowo, also bestowed a similar award on the Commissioner and the Executive Secretary of the State Universal Basic Education Board (SUBEB), Comrade Walton Liverpool. Responding, Chief Adikumo expressed gratitude to the association for the awards, noting that the gesture would spur the Governor and the other recipients to do more to boost the educational sector in the state.

Going down memory lane, Chief Adikumo pointed out that the education system in Bayelsa was in a sorry state with inadequate and grossly dilapidated school infrastructure when the present administration took the reins of governance. He maintained that it was in realization of this disadvantaged educational status of the state, that the Restoration Government swiftly declared a state of emergency in the sector.

According to the Commissioner, the policies and programmes of the Dickson-led administration in the sector such as the free and compulsory education at the primary and secondary levels as well as scholarship schemes have started impacting positively on the State.

He described Government’s achievements in education as unprecedented, stressing that about 85% percent of projects embarked upon have been completed. Making reference to criticisms levelled against the administration, Adikumo said, “Those who say such things do not mean well for the state.

The dilapidated structures (school buildings) were there before we came in and nobody talked about it when some people including some of them that are criticising us now were in Government. No right thinking person in this State will say that the administration of Seriake Dickson is not doing well. The evidence is there for anybody to verify because we don’t tell lies.

“In less than two years, the Government has built headmasters’ residential quarters in almost all the communities where there is a primary school in this state. We are also building 8 model secondary schools, one each in all the Local Government Areas in addition to the 25 with boarding facilities that we are constructing in every constituency.

He explained that, Government has just commenced the distribution of another set of dual desks and books to schools across the State, adding that appropriate steps are being taken to address complaints raised on the sizes of the free school uniforms.

Earlier, the Chairman of the Bayelsa State Contractors Association, Dr. Kurogha Awolowo cited the purposeful and development-oriented leadership style of Governor Dickson as reasons for the award. He said the association embarked on an assessment tour to all the Local Government Areas and was amazed at the level of development projects taking place in every nook and cranny of the State.

In a speech delivered on his behalf by the Vice Chairman of the Association, Mr. Ebiye Zikenah, the Chairman posits that, “The Association swung into action by touring the eight Local Government Areas to observe and confirm the claim and criticisms of few persons over the radio and rumours that Government is not working but sleeping. But surprisingly, we were amazed with the numerous projects both completed and ongoing in the State that deserve commendation”.

BAYELSA GOVT UNVEILS ANNIVERSARY PROGRAMME OF ACTIVITIES, LINE UP PROJECTS FOR COMMISSIONING

Bayelsa State Government says it will use the period of the week-long celebration of its second year anniversary to take stock of the achievements of the administration.

Deputy Governor, Retired Rear Admiral Gboribiogha John Jonah, who stated this shortly after the first Executive Council meeting of the year held at the Government House in Yenagoa, explained that, major projects executed by the Restoration administration of Hon. Seriake Dickson would be showcased for Bayelsans to see and assess the performance of the administration since its assumption of office.

The Deputy Governor disclosed that, President Goodluck Jonathan is expected to commission some key projects within Yenagoa and its environs, adding that, there were equally other projects spread across the State that are at various levels of completion, while others have been completed.

Secretary to the State Government and chairman of the anniversary committee, Professor Edmond Allison Oguru, who briefed newsmen on the programme of activities of the second year anniversary, explained that, the programme would hold between 7 th and 14 th of next month.

According to him, activities lined up for the week include anniversary press briefing and lecture, transparency briefing, Award Night, while Commissioners of various ministries will take turns to brief the press on the achievements of their ministries under the restoration administration from 21 st to 25 th of next month.

In his contribution, the Commissioner for Works and Infrastructure, Mr. Lawrence Ewhrudjakpor, who listed some of the projects, however explained that, some of the key projects to be commissioned by the President may be delayed until the President comes, as Government would like him to personally commission them.

According to him, the projects ready for commissioning are, the Tombia-Etegwe road/bridge, internal roads in Toru Orua, access road Isaac Boro town, Road Safety Road and the first phase of the State Youth Development Centre, which will also house the permanent NYSC Orientation Camp at Kaiama in Kolokuma/Opokuma Local Government Area of the State.

Also to be commissioned are the traditional rulers’ council secretariat, multi-door court house, the Diagnostic Centre, Police Officers’ Mess, the remodeled integrated cultural centre (now Gabriel Okara Cultural Centre), Archives building, four civil servants’ secretariat annexes, quality control laboratory and the lodge for visiting Governors.

Others are, the remodeled Government House Clinic, Diete Koki Memorial Hospital, three senatorial schools, twenty-five model schools, School of Nursing Tombia, Forensic laboratory, Nigerian Army Quarters, Driving School, Tourism School, Teachers Training Institute, Bulou Orua among others.

DICKSON LAUDS MU’AZU, TUKUR’S APPOINTMENT AS PDP, NRC CHAIRMEN

Bayelsa State Governor, Hon. Seriake Dickson has described the emergence of the immediate past civilian Governor of Bauchi State, Alhaji Ahmadu Adamu Mu’azu as the new National Chairman of the ruling Peoples’ Democratic Party, (PDP), and the appointment of erstwhile chairman of the party, Dr. Bamanga Tukur as Chairman of the Nigerian Railway Corporation, (NRC) as a positive development and a good omen to the goals and aspirations of the NRC and the PDP.

The duo, according to a statement signed by the Chief Press Secretary to the Governor, Daniel Iworiso Markson would bring their wealth of experience to bear in their respective positions.

Dr. Mu’azu, during his tenure as Governor of Bauchi State did not only reposition his people for greater economic and infrastructural development, but laid the foundation for the PDP to remain the dominant party in the State.

As Governor of the President’s home State and as a Party, we are all comfortable with him, because he has an amiable record of achievements as Governor and has remained a strong party person, always working for the success and progress of the party.

While expressing hope that the party under his leadership will become even stronger and better focussed as a family with common goals and unity of purpose, the Governor commended members of the party for the smooth and peaceful conduct of the process which saw the emergence of the new chairman.

Expressing his unalloyed supports for the new Chairman, the Governor said, as a State where the PDP is well rooted, we are going to give our new party Chairman all the needed support to succeed, especially with 2015 around the corner.

GOV DICKSON’S BIRTHDAY TO BE LOW KEYED, STOPS CONGRATULATORY MESSAGES, OTHERS

Bayelsa State Governor, Hon. Henry Seriake Dickson will be a year older on the 28 th of this month.

But, in keeping with his administration’s policy of prudent management of the scarce resources of the State, Governor Dickson says, activities marking his birthday would be made as low key as possible, as he plans to go to Church in company of his immediate family members to appreciate the goodness of God in his life.

To this end, top Government functionaries at Federal, State and Local Government levels have been urged to avoid the popular practice of sending congratulatory messages to the Governor in the print, electronic and the social media. Similarly, development partners of the State, contractors, personal friends of the Governor as well as friends of the State and organs of Government have been directed to avoid sending messages in which ever form to commemorate the Governor’s birthday anniversary.

A Government House statement rather called on individuals and groups with such plans to donate such funds to charity and other areas that will improve the living standard of Bayelsans.

The statement expressed satisfaction with immeasurable support the administration has had in its efforts at ensuring physical development of the citizenry and the infrastructure of the State, stressing that, it will remain eternally grateful to all and sundry for keeping faith with the restoration agenda of Government.

The statement further called on Bayelsans to remain steadfast in their belief and support for the administration, which has demonstrated an unwavering commitment to move the State to greater heights in all its ramifications.

DICKSON WINS ONCE AGAIN, AS SYLVA IS FLOORED

The Court of Appeal today dismissed the suit filed by former Governor of Bayelsa State, Timipre Sylva’s in his bid to unseat Governor Seriake Dickson at the Court of Appeal in Port Harcourt, Rivers State.

The Court of Appeal dismissed the suit for lack of jurisdiction to adjudicate on the matter. It would be recalled that this is about the third or fourth time Sylva would be challenging the candidacy of Governor Dickson as the flag bearer of the Peoples Democratic Party, (PDP) for the 2012 Governorship election in the State.

In the ruling of the previous case, the Presiding Judge, Justice Lambo Akanbi had observed that too many courts had entertained the suit in question.

The recent case is even coming on the heels of Sylva’s defection to the All Progressive Congress, APC along with his few loyalists who are already engaged in leadership tussle of the party in the State and by so doing, threatening the existing peace and progress in the State.

This is a clear indication of Sylva’s attempt to grab power at all cost and whose action constitutes an abuse of judicial process.

Applauding the Judiciary for its forthrightness in upholding justice, Governor Dickson on his part congratulated the third arm of Government for not allowing itself to be used as a tool to subvert justice, stressing that, the Judiciary has remained the last bastion of the common man.

APC LEADERSHIP TUSSLE IN BAYELSA STATE: GOV DICKSON WANTS NATIONAL BODY TO WADE IN FOR PEACE TO REIGN

Bayelsa State Governor, Hon. Henry Seriake Dickson has directed the Police and other security agencies in the State to ensure adequate security at the secretariat of the All Progressive Alliance, (APC) in Yenagoa, the State capital.

A Government House statement says, the directive is in keeping with the policy of the present administration to ensure security of lives and property of residents and visitors to the State. “As a responsive Government, we will not abandon what is clearly our constitutional duty to provide security and ensure that people go about their legitimate duties without any form of molestation and same for the APC and any other party that is lawfully registered and recognized as a political party in Nigeria”

Governor Dickson however appealed to the leadership of the party at the national level to ensure that, steps are taken urgently to resolve the leadership tussle among its rank and file in the State.

The Governor, who expressed serious concern over the seemingly bitter rivalry among members of the APC in the State, wants it properly handled before it degenerates to a security problem for the State. Clearly, the rivalry or rift in the party is between loyalists of former Governor Timipre Sylva and members of the ACN, who have been in the opposition all the while and a part of the new alliance that gave birth to the APC.

Another thorny issue within the party is that, Two of Sylva’s loyalists (Richard Kpodo and Godwin Sidi) have reportedly imposed themselves on the party as Chairman and Secretary as well as sited the State Secretariat at Kpodo’s personal property located at the Etegwe area of Yenagoa without due consultation.

Governor Dickson also pointed out that the said personal building of Mr. Kpodo has long been earmarked for demolition alongside other structures, to make way for the second fly-over bridge to be constructed around the area, adding that Government has already set aside the sum of N1 billion for the payment of compensation to owners of properties to be affected by the project.

According to him, the exercise is not to witch hunt anybody or group of persons, but purely intended to bring about infrastructural development to the State capital in line with the Restoration agenda of Government. Governor Dickson recalled how, a section of his personal property was demolished, as a result of ongoing expansion of the new Opolo/Elebele expressway, describing it as a price everybody has to pay for the development of the critical infrastructure of the State.

While, calling for the understanding and cooperation of the citizenry in this regard, the Bayelsa State Chief Executive noted that, the development of the needed infrastructure in Yenagoa and other parts of the State, is a continuous exercise and buildings and other property that fall within the right of way of such projects will be demolished and compensation paid to their owners.

“Bayelsa is at peace and I want to use this opportunity to call on the APC to ensure that, the problem does not cause a breach of the peace within the State capital and its environs, as Government will do everything on its part to maintain the existing peaceful atmosphere around the State”

GOV DICKSON HAILS BAMANGA TUKUR’S APPOINTMENT AS CHAIRMAN OF NRC, EXPRESSES CONFIDENCE IN HIS ABILITY TO DELIVER

Governor Henry Seriake Dickson of Bayelsa State has applauded the appointment of former National Chairman of Peoples’ Democratic Party, PDP, Dr. Bamanga Tukur as Chairman of the Nigerian Railway Corporation.

While, commending President Jonathan for the appointment, he expressed the hope that, Dr. Tukur will bring his long standing experience in the private and public sectors to bear in his new position. “The revival of the rail transportation is so dear to Mr. President and the transformation agenda of the Federal Government and with the massive investments in the sector and a capable hand like Dr. Bamanga Tukur, we are sure to have things working in record time”

Two Weeks After Gov. Dickson Released N3B For Nembe-Ogbia Road; Bayelsa Dep. Gov Drives To Nembe; Urges Nembe Kingdom To Continue To Support Dickson

Barely two weeks after Governor Seriake Dickson of Bayelsa State released a three billion naira backup to the contractor handling the Nembe-Ogbia Road, SETRACO PLC, the State Deputy Governor, Rear Admiral Gboribiogha John Jonah on new year eve drove down to Nembe, headquarters of Nembe LGA in the East senatorial district of the State.

The Deputy Governor, who addressed a cross section of the people shortly on arrival at Nembe, urged indigines of Nembe Kingdom to continue to support the Restoration Government of Hon. Seriake Dickson by maintaining the existing peace in the area.

Rtd Rear Admiral John Jonah, who arrived Nembe in a four-wheel car reminded the people that, the only way they can attract more development to the area was for them to remain at peace with one another as well as with their neighbours. The Deputy Governor described the Ogbia-Nembe road project as important due to its proximity to Brass, an emerging businessand economic hub of the State, which currently plays host to the Nigerian Agip Oil Company, the Liquefied Natural Gas Project, the Nigerian Navy, the State Maritime Academy and other maritime related activities. In his remarks, the Amayanabo of Nembe, King Edmund Daukoru noted that, accessing Nembe by road was a dream come true and commended Governor Henry Seriake Dickson and his Deputy, Rear Admiral John Jonah, the Shell Petroleum Development Company (SPDC), the Niger Delta Development Commission (NDDC) funding partners of the project as well as Setraco Nigeria Limited, the contractors handling the project.

Also speaking. Mr. Senaka Rvpaneti, the project manager and representative of Setraco Nigeria Limited explained that, the contract for the Ogbia-Nembe road project was awarded in 2006 and it covers a distance of 26 kilometers including six bridges.

Rvpaneti revealed that, completion date of the project is March next year but promised to get it to stone based level by September this year to enable all vehicles drive to Nembe.

Those who accompanied the Deputy Governor included the State commissioner for Works and Infrastructure, Mr. Lawrence Ewhrudjakpo, his Energy conuterpart, Mr. Francis Ikio, Chairman of the State Project Monitoring and Implementation Committee, Chief Walter Feghabo-Amain; Special Adviser, Federal Government Projects and programmers, Mrs. Remi Kuku as well as Mr. Evans Krukrubo , Manager, Government and Community Relations of Bayelsa and Delta states in the SPDC.

It will be recalled that, Governor Seriake Dickson during his monthly Transparency briefing at the Banquet hall, Government House Yenagoa on the 17th of December, 2013 released a three billion naira backup to the management of SETRACO for the completion of the Ogbia-Nembe Road project.
